Hello. I hope you can help me out here.
A couple of years ago I purchased the Iscore Baseball App from the App Store from my Iphone. Just recently I upgraded to the Iphone 5. When I upgraded to the Iphone 5 I did not save any of my apps on the old phone to the my new Iphone 5 phone. So I needed to go back to the App store and re-download the apps that I had previously purchased.
Except for the Iscore Baseball app I was not charged for any of the apps that I previously purchased. I don't know why I was charged again for the Iscore Baseball app. I paid the $9.99 a couple years ago. Like I said, the other apps that I previously purchased did not charge me when I re-downloaded the apps to my new Iphone 5.
Do you know who I can be in touch with to get reimbursed for this $9.99 charge? I would greatly appreciate any help you can provide me here.

If you repurchase the same app under the same account, you are not charged. However, there are different versions of the iscore app and you need to make sure you repurchase the same one. There is a new universal app which it sounds like you likely downloaded that is different than the original iphone version.
Certainly and easy mistake as it would be difficult to know this. I think you would have to contact Apple (or Google) to try and get this straightened out.

I believe I did purchase the same app under the same account. Are you saying that in order to get reimbursed I need to get in touch with Apple (or perhaps ITunes) and not through Iscore Baseball? I am pretty sure ITunes will tell me to get in touch with Iscore customer service.

Apple does not give developers any way to issue refunds. Requests about the whole iTunes process have to go through Apple as they are the only ones that can handle purchase / billing inquiries.

That's surprising because the last time I had a billing issue with an app I went directly to the developer and they issued me a refund. This happened just 2-3 weeks ago. Anyway, I will try my best to get in touch with ITunes and see what they can do for me and I won't have to be back in touch with you. Thanks for your help. I appreciate that!!!

If it is Android, we can issue a refund, but Apple does not even give us information on the individual buyers of an Application. We literally have no way of issuing a refund through iTunes. Only Apple can do that.
