I purchased the iScore baseball app for my iPhone sometime back and have recently purchased the newer iPad. Since I purchased the app for the iPhone do I need to purchase the one for the iPad or can I download the app because I prefer to use the iPad but don't want to loose the ability to use the iPhone (as a backup just in case the battery dies during a doubleheader).

You can run the iPhone version on your iPad in compatibility mode if you would like. Most iPad users choose to purchase the version specifically for the iPad as it gives you extra capabilities that takes advantage of the larger screen size. You can still transfer data between both versions.

many of us use phone and tablet versions.
you can run the iphone version in 2X mode on the iPAD.. But if you are planning to score a lot of games and really want to maximize your experience, I think most all users on this forum that have purchased the tablet version have said it is well worth the extra purchase price. they work the same, just you get more pages on the bigger screen at the same time, The scoreing part, the line ups, the play by play etc.
