I think I know the answer to this, but I'll ask anyway. Am I able to upload javascript or CSS files to a location for use on my home page?

Answer. Most likely.

the home page (and only the home page) of the team web site has a "blank canvas" for your customization. FTM provides a WYSIWYG editor, and there is a button to toggle to HTML mode. So if you have HTML skills you can do a lot with the home page. I have seen some pretty fancy stuff done, and also see some people struggle to make certain things work. so go forth and try is the best advice I can give beyond. most likely.
