Its always up to the umps. I coach softball and this year alone, I've had different umps tell me "time started when the lineup huddle broke" or "clock starts on first warm up pitch" and even "clock started as soon as the coin was flipped". I agree with Team Mom - always ask the ump what time he has remaining - usually they hang the clock on the fence and you can look whenever you want. They know time is an issue and don't want to always be answering when you ask - the ump equivalent of 'are we there yet?'.

I would say that a more appropriate enhancement would be to have the ability to set the timer and start it. That way, after the first half of the inning, you can get the time from the ump, and then set and start the remaining time accordingly.

Twice this last weekend I accidently hit the end game button when I was trying to get to the starting line up to enter players on the fly. Both times after I did the undo to get the game going again, the clock stopped and never restarted.
Another reason to depend on the umps for the actual time left in the game.
