I've attempted to move teams, leagues and rosters from my IPhone to my iPad but all teams aren't transferred and all leagues aren't transferred when I do Bluetooth transfer. can someone post step by step?

Teams and Games can be transferred with Data Sharing but Leagues can not. If you are just trying to copy all your data from one device to another, the easiest way is the steps described in the FAQ here:
