I downloaded the app initially on my ipad. In case I run into a low battery at a tournament, I want a backup. How do I download it my android platform cellphone without paying another $9.99? Or cant that be done? Or what if I want to have someone else's ipad as a backup, do they also have to download the app for an additional $9.99?

Yes and yes. But you would be better served to invest in an external battery. iPad2 can make it through maybe 3 full games (in my experience) before being close to dead but hook it up to an external battery and you s/b fine for the day. It's more expensive than the $10 app for Android but you'll get your money's worth IMO.
Amazon has this one I bought for $50, well worth it.

Thanks.. but u say yes and yes, then tell me about buying an external battery? So is there a way to get the app on my phone without paying $9.99 again? IF so, HOW?

Devices that share the same apple id can download the app without paying again. Android and apple are separate platforms so separate apps must be purchased for each one of those. Unless your friend shares your apple id, they will need to buy the app as well.
