if i paid for iscore app on my ipad thru itunes do i have to pay for it again if i want to score on my android device ....

Yes. This would be true of any application, not just iScore. Apple and Android do not share licenses for products.

Once you have the application on your devices, you can transfer the data between devices using data sharing as described here:
