"Error During Upload - 7"

I am getting this prompt for an unsuccessful upload after what appears to be a normal database "export in progress." What does it mean?

UPDATE: I waited about another hour, and the last export was successful, but I am still interested to learn what the problem was.....

There were some capacity issues for a short period that have now been resolved.
