The pitch countered stopped for a half an inning. Is this a bug?

The pitch counter will only stop if you do not have a pitcher assigned.

I did have a pitcher assigned. He pitched 5 innings and his pitch count did not change in the 3rd inning. Our coach asks each inning for the count and it didn't change and no substitutions were made. Then it started working again.
