Website Settings not Saving

I have made sure that the guest password and the admin password are different. Changes show up in Test but get kick backed to original when I hit save. Any ideas what I'm doing wrong?

Clear your browser cache or close your browsers completely, then re-open. This is caused by the browser caching the stylesheet.

I restarted computer and that didn't help. Shouldn't that clear the cache?

No, the cache is usually written to disk so that restarts would not clear it. You have to select the clear cache option from within your browser.
