Why do the team fouls periodically reset to zero?

You can score as much or as little of the game as you want. Some people don't try and track every possession change, just enter the shots. But if you are in "Game Mode" (or scoring on an iPhone), then just tapping from player to player will change possession.
Team fouls should only reset to zero at the end of a period (depending on your game settings). You can set iScore to reset the fouls at Half or at the end of each Period. We did make a change for the upcoming release... currently, the fouls are reset at the end of the period which means any plays entered after the period ends may show there are 0 team fouls (for those late entries). The next update (v2.85) changes that so the fouls are reset at the start of the next period.
