Yes he was on second after the tag was attempted then walked along the baseline towards first...it really bugs me that second was not included in the rule...

The rule you cite mentions first and third base but not second and the play happened at second....

Crazy stuff....he did walk right towards first so he never left the base line...probably would have scored it a single if he hadn't rounded second he was a quarter way to third...
